Park Engineering, Inc. is providing the City of San Pablo, construction management services, which includes resident engineering, construction inspection, and materials testing and source inspection. Construction administration includes reporting, documentation and invoicing for federal funding. Also representing the City during Caltrans audits. Projects include:

San Pablo Avenue Complete Streets Project
A $5.8M, multiple grant funded, roadway improvement project included streetscape and pavement rehabilitation. The Project is located along San Pablo Avenue between Rivers Street and Hilltop Drive. The project improved San Pablo Avenue for all roadway users by adding Class 2 bike lanes in both directions of travel and constructed sidewalk along the western side of San Pablo.
Existing traffic signals at all intersections were replaced or modified and a new signalized intersection at La Puerta was constructed. Two new retaining walls were constructed along with a new soil nail wall to allow the roadway to be widened sufficiently to accommodate the new facilities for non-motorized roadway use. Additional improvements included storm drains, new electrical, standard and decorative street lighting, new trees and landscaping, and grinding and HMA overlay of majority of the roadway.

FY 22-23 Citywide Slurry Seal Project
FY 22-23 Citywide Slurry Seal Project is a $1.2 million locally funded project that includes digout and repair of failed pavement, crack sealing, slurry sealing and pavement delineation, and reinstallation of striping and pavement markings for 79 residential streets within the City Limits. Many of the streets are narrow with street parking on both sides of street.  During slurry seal operations, parking and traffic is prohibited, so traffic control and public notification is extremely important. Park Engineering is providing resident engineering and inspection services for the project.

Plaza San Pablo Phase 3 & 4 Project
This $1M project completed the roadway and utility improvements from Phases 1 & 2 for Plaza San Pablo. Project work included demolition of existing concrete sidewalk, curb and gutter, AC pavement, and various utilities. Work included installation of new underground utilities, storm dram piping and inlets; installation of new sanitary sewer main pipe and sanitary sewer manhole; import and grading of aggregate base, installation of concrete sidewalk, curb and gutter, AC pavement, ADA ramps, signage and striping; construction of bio-swales, landscaping and planting, and irrigation system; installation of street lighting and traffic signals, as well as traffic striping and markings.

Wildcat Creek Restoration and Greenway Trail Project
Park Engineering, Inc. provided construction management services to the City of San Pablo for this $3.8M creek restoration and trail project.  The project work involved restoration and grading of approximately 2,200 linear feet of creek channel and removal of existing trees, gabions, concrete and other vegetation. The Project also included installation of habitat/ log anchor structures or rootwad, paved bike/pedestrian trail path and landscaping, trail lights with associated underground conduit systems, security cameras, parking lot, recreational pocket parks, concrete benches, interpretative signs, bicycle racks, and bollards. The project had required compliance with CA Dept. of Fish and Wildlife, Regional Water Quality Control Board, US Army Corp of Engineers, and Bay Area Air Quality District permits.  The project was funded by two grants from CCTA Measure J, East Bay Regional Parks Districts WW grant, California Coastal Conservancy grant, California Natural Resources Agency grant, and local City matching.

On-Call Inspection Services
Park Engineering is currently supplementing City inspection staff for specific requests and construction projects. Duties have included interim inspection services during City Staff vacations for permit compliance and the Hillcrest Storm Drain Replacement & El Portal Road Settlement Projects. Duties include daily documentation of field work and monitoring for contract compliance. Daily and overall cost management on the two specific projects above were also included, along with final negotiations to total project costs. Other on-call services have included Building & Construction Encroachment Permit review and approval.
